Frost Warden Block Build. Can we make him better?

I have a Nord Warden named Primal Druid. The first theory crafting attempt was to have Selene trigger from my bear mauling an enemy, which didn't work. When I read the Frozen Watcher ability, I decided to give it another go. I generally like all of my characters to be able to kill things in PVE Solo, but this is meant to be a tank role character in group content.

Can Frozen Watcher do more damage here? Personally considering dropping Nunatak and maybe Wrath for another set to increase damage dealt while blocking.

Making a game fun should be a priority. Making a game balanced should not come at the expense of fun.

    PC NA (Tank/DPS) - [PVE]

    Necro Main
    Tank main from 300cp - 1200cp at which point I switched to DPS - I was 100k on every class except werewolf. I cleared 115k on necro, but I am completely done with parsing. My hands won't let me anymore. Lucky there is still heavy attack and arcanist options available. Otherwise I would possibly have to give up eso entirely.

    Try polar wind instead of arctic blast.. swap winters revenge for Elemental Blockade on backbar infused preferably with a crusher enchantment. And I recommend Ice Fortress somewhere probably instead of the shimmering shield. Lastly I would swap fighters guild ult for warhorn.

    now if you plan to do vet dlc's I would try for 30-33k resistances + a fair block migration and a pull fighters guild pull works but with scribing I guess there is a mag pull ability somehow now.

    For the most damage I believe frozen watcher scales off health so I would look to increase your health as much as you can possibly look for another health scaling armor set to try with it. Crimson twilight has a cool vampire feel to it who knows you may enjoy it. I am sure there are better sets but its the first that comes to mind since I remember it carrying me through the orb boss in vDOM a long time ago.

    I am running void bash perfected. I have Artic Blast to freeze the enemies once pulled with shrads. Taking these skills off would take away the whole point of the frost build I am going for.
