in windowed mode, either full screen windowed, or resized windowed, the fps is above the refresh rate of my monitor.
im expecting it to be capped to the vertical sync of monitor, so its not unnecessrily rendering more frames than what my monitor is capable of, to reduce the heat/stress on the gpu.
I'm using a Nvidia RTX 3090, and 7800x3d cpu. In my Geforce Control Panel, it set to use the 3d application settings.
I recently upgraded my PC and the new monitor has refresh of 240hz. I only see the game capping it at 240fps when in full screen mode. But if its windowed(either full screen windowed, or resized windowed), the fps can be above that.
like im not complaining that it can go above that, but the recent upgrade was a new monitor, and CPU + motherboard put into an aircooled mini itx PC, so im mindful of heat and noise.
I'm not sure if it was always broken, but previously i had a 144hz monitor, and i set the user settings file's MinFrameTime.2 to match it, so didnt notice it going above the fps set. but after upgrading i just increased the MinFrameTime.2. to support 300fps, to see what it can do with vsync off. but when i turned it on again, i noticed it wasnt actually doing anything in windowed mode lol.

As a techy let me just say, that stands out to me as a HUGE refresh rate. That may be the cause of the confusion in the software, but that confusion could be ESO, or GeForce, or Windows itself.
So my next question for you is, does this happen in other games in windowed mode? If it doesn't that would rule out Windows. If it does that would rule out ESO.
I am not familar with GeForce Control Panel (hiss yes I use the other one), but I know in the Radeon suite there are options both globally and per game to let the graphics software override the refresh rates of the appilcation software.
So my next suggestion for you is to check what the Windows settings are for the refresh rate and vsync, and to check that GeForce has vsync enabled regardless of application software settings, and that it is at the 240Hz/FPS both globally and per game - and also check whether GeForce has an FPS cap setting because Radeon does, whereby regardless of anything else the FPS cannot exceed the cap you set.
If those things check out, and it is not happening in other games, then it is likely an ESO problem in that it is seeing 240Hz but has no clue what to do with it, but one they may not be able to easily fix. Though if there is an FPS cap in the GeForce software, that should be catching this regardless.
