Lead for Vampiric Stained Glass isn't dropping

I've run over 50 harrowstorms in The Reach and have only found two leads for the Vampiric Stained Glass window. I got the achievement for doing 30 quests for Nelldena a while back, and I usually run more than one each time. Last week, I ran five in one night five and the brand new player I was with got the lead three times. I get 'random', but my lack of luck seems excessive, especially since leads for other items aren't nearly as hard to get. What am I missing?
