Storm Cursed Revenge Not Proccing Correctly

For Item Set Storm-Cursed's Revenge

(5 items) When you deal Shock Damage, you have a 15% chance to deal 433 Shock Damage to the enemy and up to two other enemies within 5 meters. This effect scales off the higher of your Weapon or Spell Damage.

The description implies that all Shock damage you deal has a 15% chance to proc the set. From my testing the status effect Concussion (Shock damage) does not meet the set conditions to have a % chance to proc Storm Cursed Revenge.

    Status effects are considered as "procs" and unless specified tend to not interact with sets or other mechanics.

    So in most scenarios status effects falls into the ruleset of "procs can't proc other procs"

    I'm under the impression Ele sus Procs tarnished on its status effect proc, I could be wrong though.

    That is because status effect applications that are guaranteed by the skill’s description are part of the skill’s budget. They should be proccing procs in that case, as they are not random occurrences but guaranteed.

    ETA: but also the rules are not always consistent or followed.

    Proc sets can and do proc the appropriate status effects randomly, even though that violates the guideline of “procs don’t proc procs.”
