In BG - Firey contingency doesn't trigger all the time

Since ink isn't super to get I haven't tested this on other variants.
In battlegrounds, firey contingency doesn't trigger off a skill with a cost consistently. It will happen 3 to 5 skills later if you do it on a melee attack, with and without cast time. Also gap closer.
Seems to work fine on break free, Dodge and ranged skills.
Unlike a proc set that will work with the skill. Contingency seems to have a significant delay in pvp. I can't replicate this in pve land.
