The Scholarium- Eyevea: I am unable to fast travel to this location on specific alt. Help

I am at the scribe location. I have done all of the wings on my first character. This particular alt however can not get back here. Eyevea is not accessible to this particular alt and I dont know why. What am I missing?

Pcgamer✭I believe you have to have done the mages guild questline upto the point where you have unlocked Eyevea before your character can travel there. Eyevea is not unlocked account wide to all your other characters that have not done mages guild questline.
