Warden and Brittle

Warden should be able to apply minor brittle without ice staff.

With the change on Piercing Cold, minor brittle is no more in the toolkit of Warden DD as ice staff is no more a good option.
But even before that I find it ridiculous the fact the class with a tree all about ice, somehow the "master of ice" class, cannot apply brittle if they don't use a frost staff.
This become way more ridiculous when Arcanist got a skill that allow them to apply minor vulnerability and minor brittle in same time without requiring a frost staff.
(a tank skill that does no damage you will say, but the same two debuff a warden tank were able to apply but while requiring more skills and a frost staff)
And now Scribing also allow everybody to apply minor brittle, even if this is only two skills and not in a easy way (I tried to use Elemental Explosion instead of Winter's Revenge but the channel is really too long).

So I think Warden should be able to apply minor brittle no matter the weapon they use. It would be logic as they are supposed to be mastering the element of ice and mostly usefull.

Any DD build could be able to bring minor brittle for the group and also have more power when they solo stuff (basically like when Warden DD were using frost staff).

Healers could apply it if they want or if the group need it (Winter's Revenge on the backbar destruction staff could even do a good little addition to the damage in same time).

Tanks could be able to use another range taunt than Frost Clench and using Gripping Shards (which would become more usefull) combined with Wall of Frost to apply in aoe minor brittle and all of that without requiring to go back to their ice staff everytime to be sure to apply it (same with Permafrost, no more requiring to go back on frost staff to be sure to apply brittle with it).

I could even add something about Permafrost. I think it should apply major brittle instead of minor brittle. There is only one source for that debuff and Warden should be another source with this ultimate morph. It apply major protection and should then also apply major brittle. And to balance it remove the 100% chance to apply chilled with it, giving it the same chance to apply chilled as Sleet Storm and Northern Storm. (This could also give a better option than Aggressive Horn)
