I agree with having only 1 campaign left, but you have to blame player base for this as well. EP pop locked in br vs 1 bar dc/ad, because they can't win against equal numbers in GH and just want to pvdoor empty keeps without participating in pvp and zerg down few remaining ad/dc players who actually went to pvp there against greater numbers.
As a pc eu player who plays cyrodiil pvp since late 2016 I can confirm that EP is and always has been night capping faction in cp pvp.
ZOS cultivates player behavior through the ingame reward structure. If EP wins blackreach this campaign it will be the first time since blackreach was created 4.5 years ago, before they were always outnumbered and usually last rank with only a few times second.
EP pop locked in br vs 1 bar dc/ad has never happened before, but pop locked DC or AD vs 1 bar EP was nothing unusual.
EP gained 3-4k lead during MYM, lost it a few days later to DC and only regained it on 5 days ago
and DC/AD zergs didnt show up after this because they are not interested in fair fights.
Even in the middle of this month DC zerged for days on blackreach and were first rank on 3 lvl 50 campaigns at the same time, they still are on grey host and ravenwatch.
It is no wonder that EP focus on winning blackreach rather than trying to win grey host greyhost which is impossible(EP:42k, AD:64k, DC:106k(I know most players dont care about score but it still shows how unbalanced und unfun the campaign is)). Today EP doesnt outnumber other alliances anymore, so you complain about EP zerging Blackreach for 4 days after getting zerged for 4 years.
For Years DC took every night PvDoored whole map between 11pm and 3 am when AD took over taking whole map until 7 am and usually defending until afternoon or letting other alliances take a few keeps to PvDoor whole map again while EP had no time of day where they usually dominated blackreach.
PvP players just cant or dont want to split evenly between factions in the same campaign. Combining all campaigns into only one where entire factions are fighting each other would solve the problem that every faction stacks on different campaign and create balance if factions across all campaigns had same numbers.
However if factions altogether have different player numbers and not all reach faction lock there will still be zerging and if not players will change that as most pvpers dont want fair even numbered fights but zerg down and farm solo players.
Need a Cyrodiil campaign with same numbers from all 3 faction enforced by capacity limited to lowest faction numbers and and another campaign/playmode where the rest gets split evenly independent of their faction.
