Arcanist Magika skills draining stamina

I know that damage scales off the highest stat now, but I've never had skills that say they use magika drain stamina instead. I read somewhere that this was caused by the highest-stat scaling, but I've never noticed that before. Granted, it has been over a year since I played last. Is this relatively new or was it a bug?
