Also, for clarity: AoE and Direct Damage are not mutually exclusive. My guess is that you're specifically referring to Ground Effect Aoe though... which still works with the above method as well as many other methods of testing.

Your weapon and spell damage applies to all damage that scales off of it. That includes direct and AoE damage. For abilities like Jabs, each attack gets that weapon and spell damage value separately.
Yes of course your maximun weapon or spell damage is used in every calculation for ability scaling and damage. As is MaxStat.
Abilities in ESO have a dual scaling method between MaxStat and MaxDamage. Both have multipliers for how much they contribute. They range from 0.02 to 0.05 and 0.2 to 0.5 respectively.
For Puncturing Sweeps first hit the formula is:
=0.039598 MaxStat + 0.41578 MaxDamage
Only after that first calculation all the damage multipliers come into the equation. In Puncturing Sweeps case it is usually so.ething like this:
Modifiers: 6% DirectDamage + 15% Channel + 10% Damage + 6% AOE
