Why do they put stuff off the market for years?

according to the UESP documentation, the house was previously available july of 2023

it hasnt been off the market for "years" as its also documented that this was available at least once a year since 2021

cant say it like this but you had tons of chances to get it my man

if you are very lucky it will be in the crownstore again very soon

Usually they will only offer this house when there is a Dark Brotherhood event. I would suspect that is the only time you will see it being offered.
There is usually a DB / TG (Thieves Guild) event once a year - hence why the house has been offered once a year in the past.

As Necrotech_Master said, who knows what the planned event rotation is.

there is not a Dark Brotherhood event every year.
there was the Guilds and Glory event this year's January, but before that the last Dark Brotherhood event was in 2019.

it's simply a house that has returned every year for the last 3 years
