Cannot Create DC Nightblade

Yesterday I opened a account. Right away I began to create a new character.... A female Darkelf Nightblade. As I went through the selection process the faction kept switching from DC to EP. I could not create a DC Nightblade. What is going on? Is this a new bug or something ZoS is doing. I have two AD Nightblades on another account as well as several mixed faction / races.
This account in question would be my third.

This is a brand new account with no toons on it yet. As of right now I an unable to create a DC Nightblade.

if you want to use a non DC race to create a DC Nightblade you need the any race any alliance upgrade.
Dark Elf is an EP race, which is why it is changing

As mentioned above, you need the Any Race, Any Alliance Bundle in order to create this character combo. Please see our FAQ below for more details.

As you describe in your first post it sounds like you have had unlocked Any Race, Any Alliance on your other two account from that time when Alliance and race where not locked into a purchase of Any Alliance, any race in Crown Store. This was changed later so you will need now purchase this upgrade of your account to be able to create a character independent on it Alliance and Race.

Here in link you can see that there is 3 races for each Alliance which make it to a total of 9 races, plus Imperials which is neutral for Alliance (need to be purchased in CS to unlock that race).

You can check this by open Collection and there you will see if you have unlocked it as part of collection that are active for those accounts and compared it with this account where you can't create any character with a race that isn't part of that Alliance race.

Later you have to remember that your Alliance will be locked to that characters Alliance, so if you create a DC character even with Any Race, Any Race unlocked, you can not join EP or AD Campaign.
