Skills tooltip not showing up

When i hover over my skills to spend a skill point, i see no information about that skill. Here is a pic (sorry for quality) but i hover over healing ritual but to the right (where the tooltip tells you what the skill is) doesnt show up. how do i fix this on xbox one? 
Somewhere someone is practicing, if you are not and you should meet, you will lose.

velarax✭✭Don't know whether this is related, but hovering over inventory tooltips is a bit of hit and miss. Sometimes they show, other times, they are reduced to a fine line with no text, or only partial text.0
