Rallying cry question

Hi all ,

For RC to proc it needs to critically heal. What if my health ar is full but i do critically heal (without adding any xtra health because i am at 100%). Does that hypothetical crit heal then count for proccing rallying cry?

Or do eso only account crit heals if they actually heal ?

    I cannot answer for the general case, because I'm sure actually healing matters for some things.

    In the case of Rallying Cry, it procs constantly on my templar as soon as I bar swap and I'm standing on my rune or something. E.g. at full health outside of combat. That could technically be due to having different health on the two bars. Sometimes you can force sets to proc that way, e.g. because bar swapping to a bar where you have more health causes you to heal up via a HOT you have running or for your natural health regen to gradually fill up your health. In the case of Rallying Cry, however, I don't think that's it. I'm pretty sure it procs from both healing and overhealing, e.g. very easily.

    The game is very inconsistent on this, but in the case of rallying cry it can proc on full hp. Meanwhile for example transmutation requires you to actually heal someone who is not at full health.
