Weapon Trait Question

Hi all
Quick question.
Lets say on my front bar i have the precise trait which gives me 7.2% additional crit chance.
What if i have a heal over time which is NOT a weapon ability. Does the precise trait of the weapon then still counts as extra crit chance for that heal over time. In other words will that 7.2% weapon crit chance also count for that HOT which is not a weapon ability?

✭✭✭Just to warn that proc sets are a law unto themselves. Most damage procs can crit nowadays, but some like ... hmmm ... I think Relequen and Zaan ... don't. I think those are exceptions and I assume that healing procs can. However, don't ask me what happens when the HOT skill is on your other bar and you bar swap. I'm not sure which bar the crit % is taken from in that case.
