One of the sayings my grandmother had that's stuck with me through the years was "Only boring people get bored". And it was usually followed by something to the effect of "now go outside and find something to do".

There are an inordinate amount of encounters in which a player clings to life at low hp, frantically spamming defensive skills and/or jamming on their block button. There is still value in the PvE side of the game though if you like Elder Scrolls lore. Although there is unfortunately far more quantity than there is quality of quest content in a lot of cases. Probably due to the huge focus on farming dailies now.

PvE side of this game is still very fulfilling, entertaining and overall a good experience, your first point is spot on as well, most of us have been playing PvP for years and we still deal with all the problems because when PvP actually works in this game it's easily one of the best PvP options in the MMO market, just feels good and it's fun as hell. It's a shame Zos can't see that if they would take the time to give Cyrodiil the much needed overhaul it needs it would shine but they just neglect it constantly
