ESO crashes after latest launcher update

disclaimer: this happened to my friend but he is not active on forums so I'm writing for him.

After latest launcher update my friend's game just randomly broke. Was working perfectly fine before. When he hits Play, game starts with just a black screen, then closes by itself and then launcher shows the "emergency shutdown. game files may be corrupted" system message. Tried pretty much everything: reinstalling Steam, reinstalling game multiple times (clean installing as well), repairing multiple times, deleting ESO folder in Documents, along with addons.
The oddest thing is that when I recommended launching game with eso64.exe directly, he couldn't find the executive file where it supposed to be. Just missing for some reason. And it still doesn't appear if you repair the game.

Because of this he can't login into the game for 3 days already, I have to do it for him so he won't miss out on the event. He already submitted ticket to the support but for now they didn't help much.

Did anyone had the same problem? We're getting pretty desperate : (

    It is same or similar issue (corrupted files message too) and has steps to follow, also responses from ZOS Dev.
