note found after The Demon Weapon questline

After I finished The Demon Weapon we were standing around in camp and I noticed a note on the table, so I read it. It was from Abner Tharn to me, which is kind of odd since he was standing right next to me having just finished his quest. It asked me to come see him at one of 3 locations (depending on my faction). Im Daggerfall faction so I went to the castle first. No Abner there. So I tried the other two places and nope no Tharn there either. The note did not give me a quest, just direction. Am I missing something or is it maybe a glitch? I wondering if maybe I already did that quest? Ive been hopping around alot doing whatever I run into.

"Originally, the quest could be started by speaking to Anais Davaux or Abnur Tharn in Daggerfall, Davon's Watch or Vulkhel Guard. This was changed with Update 40, making Anais the only bestower of the quest and moving her to Rawl'kha."

The note was probably placed there after completing the quest so you would have the opportunity to read it (if you hadn't read it earlier) so it would be added to your discovered lore books. That happens with a lot of notes related to quests, since their original locations can become inaccessible once their associated quests have been completed.
I've fought mudcrabs more fearsome than me!

Ohh k. I was hoping there was a follow-on quest line. He did say that he needed to figure out a way to contain the dragons, but maybe thats just a problem for the future.
