Night Blade Class script not working on Torch

So the NB class script is supposed to grant 10% critical chance when hitting a target under 50%. I do not see this happening either in self buffs nor in the character sheet page. Is this a hidden buff ? I"m using a torch, i tried it on the self targeting soul skill (healing) and it didn't work there either.
