The Thieves Guild DLC? That was released years before the endeavors system.
Unfortunately there are many endeavors bugged like this, in terms of having inaccurate wording. “Afflict 150 enemies with weapon poisons” can be done by sitting on one dummy until 150 poisons proc. The game clearly doesn’t care about how many enemies you hit, just how many times your poison goes off.

killing enemies with class abilities also doesnt care what the target is, it works on both target dummies and 1hp critters
the more general "kill X enemies" endeavor does not work on 1hp critters though
