Not loading after update

After the update the ESO loader goes through all the loading screens like if I just bought the game, I have not purchased the latest upgrade nor do I care to at this time. Right after the screen where I cancel the upgrade and select continue the load stops. It doesn't make it to the select character screen.
I did all the troubleshooting reinstalled the game etc. I like to use my Xbox controller (Loading with steam). I tried loading the game with only keyboard and mouse and it works fine. I add the controller back and it doesn't load again. It works fine on an identical setup in another room, wtf...
So the game won't load in accessibility mode, stops before choosing the country / character screen. It will not save the load settings either way, I have to go through the setup every time.
Help would be appreciated.

Did I mention I make $50 and hour for tech work and the clock is ticking you currently owe me $300 for the reinstallation of the game plus troubleshooting time. Maybe a free upgrade would fix this, that's is exactly what fixed it on my Xbox last time this crap happened...

eso64.exe can be added to the Windows Ransomware list to allow the app through.
Can be found in security under Virus & threat protection > Ransomware Protection.
