PS4 Lag with Audio and Visual - affects melee attacks for Nightblade

Came back to the ESO world recently. I play a nightblade as primary and noticed that the lag was affecting the timing of my characters attacks. Makes for crappy play and not enjoyable.
I’ve already initialized my PS4, rebuilt the database, played ESO on an external drive, and reinstalled the game. I even pulled my kids PS Slim to see if it ran better there, but it’s the same. For their PS4 slim, I only rebuilt the database. Nothing has changed with my internet. The same fiber internet as before. I’m at a loss what to do.
I noticed that players are black silhouette’s for a while, the audio when I pull my horse is delayed by 5 seconds, receiving the notice for crafting dailies takes well over 5 seconds, and a kill sound happens well over 5 seconds.
I have read mixed reviews about changing the HDD to an SSD. Has anyone done this and seen improvements in ESO recently? Any other ideas about what would cause this change?
