The only timed achievement which is tied to a crown store item is the "Wayrest Vanner Pillion Steed" that can be claimed for free once you have the "Inheritor of the Scholarium" achievement, i.e. once you have completed all Scholarium quests. This item right now has only 18 days left to be claimed.
To get the "Fractured Glory" skin, one has to complete the "Adventurer Across a Decade" achievement (found in Holiday Events: Anniversary Jubilee). But even though this has been claimed multiple times here, neither the achievement nor the skin seem to be timed. IIRC this was even confirmed by Kevin or a different ZOS spokesperson.

i've seen it said it 'pops up' once you've done all the other quests, but i've yet to see it.

you get the quest from beragon at skingrad vineyards, he's right by the wayshrine.
NO WHERE are you told not to waste your money if you played the story quest on a toon you deleted and that prevents you from completing achievements on your main with the next expansion.
Nope it meant I had to do the Necrom storyline all over again before I could get Ithalia's fury...as soon as I redid the WHOLE storyline the next quest in Gold Road (Ithaiia's Fury) popped when it was not available before. So how do they handle it for people who do not buy Necrom or Plus? If they spend their money on Gold Road then they have to buy Necrom or they cannot complete Gold Road and that seems wrong.
Nope it meant I had to do the Necrom storyline all over again before I could get Ithalia's fury...as soon as I redid the WHOLE storyline the next quest in Gold Road (Ithaiia's Fury) popped when it was not available before. So how do they handle it for people who do not buy Necrom or Plus? If they spend their money on Gold Road then they have to buy Necrom or they cannot complete Gold Road and that seems wrong.

Remember that the epilogue capping quests for Greymoor, Blackwood, and High Isle likewise all require that players complete two separate DLC questlines on the same character. They require you to do the questlines for Markarth, Deadlands, and Galen, respectively. It’s the same with the Necrom-West Weald pairing. The main difference here is the timing, since Q4 DLCs no longer exist.

This would be consistent like before, but instead of the story being contained within a chapter and its associated dlc, now the story spans two chapters. I believe this was an oversight, just like the grim focus debacle. They have decided to double down on the intended behavior for both, instead of saying it was an oversight, which is unfortunate.

I don't really think it was an oversight. We've known that Q4 DLCs were being discontinued since before Necrom was even announced. By the time Necrom was revealed, we knew it wasn't going to be possible for Necrom to have a related storyline in a Q4 DLC with epilogue quests like the 2019-2022 Chapters did. The question was whether ZOS would continue the storyline in a subsequent content drop, but if the answer to that was yes, then another Chapter would clearly be their only opportunity to do so, as that's the only time story content is released now.
Technically they can also make the argument that the current storyline pairing doesn't span two chapters, as two chapters have never existed simultaneously on the same platform. The moment West Weald became a Chapter, Necrom got downgraded to a DLC included with ESO+. So the situation is very similar to previous years, where you had to have a current Chapter (Greymoor, Blackwood, High Isle) paired with an ESO+-eligible DLC (Markarth, Deadlands, Galen) in order to get the epilogue quests and related achievements done at the earliest opportunity. This pairing is different in that many people bought Necrom when it was a Chapter and have now also bought West Weald as a Chapter, but it was not required to have Necrom as a Chapter for these questlines or achievements, which didn't exist in game until Necrom was an ex-Chapter.
And there are many other arguments to be made about technicalities regarding Chapters vs DLC and how the changes to nomenclature and cadence have impacted the value of our money and of ESO+, which honestly is to my mind a much bigger issue (and has and continues to deserve its own thread or five). But for this particular topic here, regarding the continuity of storylines, there remains the fact that all these epilogue quests (2019-2024) require two sets of non-base game content that are paid one way or another. It should not be a surprise at this point that that's required for these epilogue quests, although (as I said earlier) I would encourage ZOS to keep the epilogue quests' achievements separated out from the rest of the storyline here like they did with previous "Part 2"s.
