i usually find the scroll quest more trouble than its worth because even having the quest is a measly 2k AP, which you basically get from capping a resource anyway

10+ times in a row I would keep getting Chim. It definitely needs to be a different one each time, and cycle through your current options (there were minimum 4 scrolls we didn't have).
But yeah I was hoping for an extra bit of AP towards my tier and just ended up giving up on and going to fight at Nik instead bc as you mentioned it's measly. They could definitely do something to encourage more people to run scrolls with more AP.
Join a group. Then have one group member try to get the quest while the rest of your group is being useful to the team you chose to play on.
Khajiit does not need to be thanked for solving your problem. But they will humbly accept praise anyways.

i think the biggest things which encourage stealing scrolls arent the quests but:
- the passive buffs
- the points (for those who care about "winning" the campaign)
- "power play" of a mobile map objective ("flexing")

Sure, these are definitely motivations, but people love having quests to turn in, and even a few thousand AP can be the difference to get to tier 1 ranking. There is nothing lost or any negative influence to be able to effectively chose your scroll quest. You can't just simply go capture and run a scroll all by yourself in Gray Host
