ESO on Steam: Weird main screen loading and launcher startup

Since a couple of days I observe some delay in loading the content of the ESO main screen on steam. Also when launching the game (that launches the launcher) takes longer than usual.

This coincides with noticeable lags and stutters that happen out of nowhere ingame.

Anyone else with these issues?

I play ESO through Steam, and I can't say that I've noticed anything different just recently-- that is, any slowdown in logging in and loading the game data (i.e., the zones) has been going on for over a year as far as I can tell, at least for me. My SOP is to press Alt-Tab when logging in and logging out of characters, or when changing zones, because for some reason it seems like it helps things go more quickly and get hung up less often.

One weird thing I've noticed recently, when launching the game via the Steam launcher, but it only occurred twice (today, and several days ago) is:

The startup music didn't start until about 30-60 seconds after the game started launching, it almost reached the character login screen before the music started playing. I've never observed this before.
