Yes, that's my experience too. Last I tested it, there was the same delay with Razor Shot (BRP bow) applying its DoT. In my testing the proc got cancelled entirely if I recast Scatter Shot before the DoT started, even though that skill is an instant cast. Using Scatter Shot as a spammable ensured that the set bonus literally did nothing.

yeah thats most dots, if you recast immediately the dot itself does nothing
thats actually one of the reasons why relequen is still considered incredibly strong because it DOES apply 1 tick of dmg on dot application (so its effectively almost doubling up on dmg after the first cast)
"meta" for pve, and complained about for 1v1 scenarios in pvp lol

Relequen's highest potential is about 1.4 ticks/second with perfect weaving. I once tried just spamming light attacks on a dummy as quickly as I could without missing any, and I could only get 1.413 ticks/second before attacks started missing.
In PvP there is at least a legitimate complaint in that it cannot be purged properly.
In a test with my partner, she hit me with Relequen up to 10 stacks and maintained those for a few seconds. I purged, and the stacks dropped to 1 (not zero). As soon as she light attacked again, the stacks immediately shot back up to 10. They did not hit 2-9; they just immediately jumped from 1 to 10 with a single light attack. This was verified in CMX both from the stack count given and from the damage done per tick.
Something is very wrong with purging it for it to behave that way.
