in settings, in Controls you can find the Mount Summon button for your platform.
on PC with mouse and keyboard the default button is H.
on PlayStation controllers it's the touchpad.
and Xbox controllers it's a button i dont know the name of, but it's above the D pad.
here are control scheme pictures though incase it helps.

you put skill points into skills in the Skills menu.
and attribute points into either the Health, Stamina, or Magicka attribute.
if you want to focus on damage dealing it's best to choose either Stamina or Magicka.

and there are 4 classes that can summon minions.

Sorcerer is to me the best class if you want minions to fight with you.
as they have two that don't have a timer and aren't an ultimate like the Warden bear.

Sorcerer can use these skills from the Daedric Summoning Skill line.
    Summon Unstable Familiar
    - the skill description:
Command the powers of Oblivion to send a Daedric familiar to fight at your side. The familiar's attacks deal 347 Shock Damage. Once summoned, you can activate the familiar's special ability for 3510 Magicka, dealing 421 Shock Damage every 2 seconds for 20 seconds to enemies near them. The familiar remains until killed or unsummoned.

Summon Unstable Clannfear, a morph of the Familiar.
    - skill description:
Command the powers of Oblivion to send a Daedric clannfear to fight at your side. The clannfear's headbutt deals 358 Physical Damage, while its tail spike hits nearby enemies for 358 Physical Damage after 1 second. Once summoned, you can activate the clannfear's special ability for 4320 Magicka, healing you for 5121 and the clannfear for 2560. The clannfear remains until killed or unsummoned.

    Summon Winged Twilight
    - skill description:
Call on Azura to send a winged twilight to fight at your side. The winged twilight's zap deals 347 Shock Damage and its kick deals 347 Shock Damage. Once summoned, you can activate the winged twilight's special ability for 4590 Magicka, causing it to heal a friendly target for 3486 and itself for 1742. The winged twilight remains until killed or unsummoned.

and the Summon Storm Atronach ultimate.
    - skill description:
Summon an immobile storm atronach at the target location. Its arrival deals 2249 Shock Damage and stuns enemies for 3 seconds. The atronach zaps the closest enemy, dealing 1124 Shock Damage every 1 second. An ally near the atronach can activate the Charged Lightning synergy, granting nearby allies Major Berserk for 10 seconds, increasing their damage done by 10%.

Sorcerer also has the Daedric Prey skill, morph of Daedric Curse, which when applied to an enemy causes your pets to deal additional damage.
    - skill description:
Curse an enemy with a destructive rune, dealing 2904 Magic Damage to the target and 1335 Magic Damage to all other nearby enemies after 6 seconds. While the curse is active, your pets deal an additional 45% damage to the target. You can have only one Daedric Prey active at a time.

and the Conjured Ward skill which gives damage shields to you and your pets.
    - skill description:
Conjure globes of Daedric energy for protection, granting a damage shield for you and your pets that absorbs 5454 damage for 6 seconds. If no pets are affected, you also heal for 2400 Health. This ability scales off the higher of your Max Health or Magicka and the shield is capped at 55% of your Max Health.
    [/]

Warden is really nice too, though its summon is an ultimate so you can't use another ultimate skill if you want to use summons.

Warden can use the Feral Guardian ultimate, from the Animal Companions skill line, to summon a bear which attacks enemies for you.
    - skill description:
Rouse a grizzly to fight by your side. The grizzly swipes at an enemy, dealing 580 Magic Damage, and sometimes swipes all enemies in front of it, dealing 2323 Magic Damage and stunning them for 2 seconds. Once summoned you can activate Guardian's Wrath for 75 Ultimate, causing the grizzly to maul an enemy for 3253 Magic Damage. Deals 100% more damage to enemies below 25% Health.

Nightblade can use the temporary Summon Shade from the Shadow skill line.
    - skill description:
Summon a shade version of yourself to attack an enemy and fight at your side for 20 seconds. The shade slashes at an enemy, dealing 462 Magic Damage once every 2 seconds, and inflicts Minor Maim for 4 seconds, reducing the enemy's damage done by 5%.

Necromancer can use the temporary Spirit Mender and Skeletal Mage from the Living Death and Grave Lord skill lines.
    - skill descriptions:
Conjure a ghostly spirit to do your bidding and stay by your side for 16 seconds. The spirit heals you or the lowest Health ally around you every 2 seconds, restoring 695 Health. Creates a corpse on death.

Unearth a skeletal mage from the dirt to fight by your side for 20 seconds. The mage attacks the closest enemy every 2 seconds, dealing 462 Shock Damage. Creates a corpse on death.

there is also Blighted Blastbones though it attacks an enemy after 2.5 seconds and then explodes.
    - skill description:
Summon a decaying skeleton from the ground after 2.5 seconds. The skeleton runs after the target and explodes when it gets close to them, dealing 3600 Disease Damage to all enemies nearby and applying the Diseased status effect and Major Defile to them for 4 seconds, reducing their healing received and damage shield strength by 12%. Creates a corpse on death.

Necromancer is a class that was added with the 2019 Elsweyr chapter so currently you can get it from the Crown Store or the Necrom or Gold Road collections.

A Pet Sorcerer is a poor imitation of the Warcraft Hunter, but it is what we have.

My mains are Pet Sorcs, but I really wish I could have a true pet owner class like Hunter in WoW.

Still can be fun to play, but not the best.

A Warden is even worse, with the bear just kind of being there more than as active a part as I would like.

Sorcerer is plenty good, both in general and as a summoner. It's just not the same style of summoner as a WoW Hunter. I haven't played WoW since Vanilla, but I would say ESO's Sorcerer is kind of similar to a WoW Warlock. ESO's Warden is also plenty good, and is flavored a little more like a WoW Hunter, but it doesn't rely on its pet nearly as much and doesn't have any sort of pet collection mechanic. Necromancer is plenty good too, it just doesn't play like a traditional pet class.

That said, ESO is it's own game and there isn't really a direct mapping to classes from other games. Most importantly, ESO is designed so that any class can fulfill any role. Some classes have historically been better at some roles than others, but there isn't anything in the design intent/philosophy that says the relative balance can't change from one patch/update to the next.

Unless you're trying to max out the trials leaderboards, it's generally best to pick your class based on flavor and not how good it currently is at a specific role. And if you are trying to max out the trials leaderboards, you'll probably need/want at least one of every class eventually.

necromancer is not really a summon class lol, sorc is probably the best for in-class summons

you can also get a lot of summons from procs, and you can unlock a companion for your character (which is basically a glorified customizable combat pet)
