not getting access code

Returning player here. When I logged in at the website it sent me an access code right away and it worked, but when I tried to log into the game (with the same credentials) it said it was sending another access code but it never did. Ive tried updating my email address. It wasnt incorrect but I updated it anyway just in case. The website again sent me an access code which worked for the email update, but I still cant log into the game itself. Its a day later and it hasnt changed.

edit: this is the game downloaded from eso not steam if that makes a difference. I bought it before it was on steam and its not linked to my steam account.
