I agree ZOS should offer some alternative for people in countries where they can't (or have chosen not to) sell crown crates.
It's not really any of my business but I also think Belgium should fix the 'loophole' where loot boxes are classified as gambling, and so require a gambling licence, but video game companies cannot qualify for a licence. No one buys crown crates for the box, they buy it to get the things inside, so being able to buy those directly achieves the same result.

Crown crates are pure gambling in my opinion so I can understand you cant buy them i some countries.
I live in Sweden and I can buy crown crates but that dosent interest me at all.
There is no way of increasing endeavors as a player so either you need to buy crowns or collect endeavors for a year!

If the "problem" here is that it would be a better option for everyone then the solution should be to make it available to everyone.

But it could be an exchange rate less than that of what you'd get by buying crates and converting the junk & duplicates, if they were concerned about players wanting to take advantage of it or something.
Or they could sell exchange tokens—an Apex token that could exchange for an Apex reward, but you only get it in a bundle with lower-rarity tokens, like the rng of opening a crate normally.
While some people might want the experience of opening crates, I'm sure it's the stuff inside that's fun anyway.
