Not getting Anniversary Boxes

Wondering whether someone can help. I have obtained the cake but I am not getting any boxes at all. I have tried dungeons on two different characters and nothing is dropping. Am I doing something wrong?

    The cake is completely separate from the boxes.

    Have you tried turning in any dailies at all? Like crafting or world boss or delve dailies? Boxes come when you turn those in.

    I believe only the final boss of the dungeon drops a box.
