Patch stuck at 28%.. Cannot reset/do anything else!

I was able to download the patch with no problems at all on my computer, but on my husband's, the patch will download just a little then stop entirely or just go back and forth between 27 and 28%. He has tried closing out, resetting the launcher, and was going to try and repair, but it will not allow him to, and resumes to try and patch each time.
We really want to play together, and no one seems to have any solutions. Would appreciate a response as soon as possible. Thank you in advance for any help!
