Cyrodiil mysterious structures

Does anyone knows any lore-wise explanation for those structures (daedric portals? shields? Other?) They are ubiquitous in every Cyrodiil's keeps regardless faction and seems to be maintained by two NPC warriors or mages.

It not seem useful in battles or any other situation, but I was always curious why they exist since I saw them first time. Thanks for any comment.

    There’s no functioning purpose for the portals and the only purpose of the NPCs guarding it is to make it slightly more difficult for a stealth enemy to freely move around inside the walls.

    Thanks. Do you know if those portals are aspects of Cyrodiil that ZOS decided to abandon its original purpose or are they designed to be this way by default?

    i believe the intent is that alliance reinforcements come from those portals

    I bet it’s got something to do with unfinished work from Zenimax. There are many things like this in Cyrodiil that just don’t make sense and look incomplete

    I always assumed that these types of portals were used by the NPCs to get around, since they aren't able to travel using the wayshrines like we can. That raises the question of what the mages at the transitus shrines are doing, but maybe those don't actually let the NPCs travel the way they let us travel, but merely create connections between each keep and any other friendly keeps or outposts or flag cities nearby.

    From what I recall guards do run (or well respawn) out of that portal the ones who stand outside and near the tower.
