"Vicious Poisions" IA vision

Does the Vicious Poisons Infinite Archive vision affect the poison weapon enchantment, or applied poisons, or both?
Text says" Your Poisoned weapons are more effective. Poisoned weapon effectiveness increased by X% per stack."

I don't know for sure, but I interpret this as just buffing your poisons, as there is a separate vision that is expressly geared towards buffing your enchantment (and which does buff your poison enchantment).
