orsinium kingmaker achievement quests

So I have been trying to track down the quests i need done to get the kingmaker achievement.
I went to wrothgar and did the harpy/alchemist/briar tree quests, then i did the quests for the hand of murgal( dont know if i spelled that right) and the quest line where you have to kill this giant and replace a sword for a duel.

so i did those three main quest lines and can't find the quests i need to do the kingmaker achievement. i read online once you do the alchemist one a courier comes to you and offers you a quest, but nothing has triggered that yet.

The courier was waiting at the Wayshrine of Orsinium when I did the quest 🤔

thats the thing, i went to the orsinium wayshrine and the courier is not there.. i don't know what to do.

You can open the map and then display the area quest. On Playstation you can do this with a long press on the square, I don't know how it works on PC

Open the map, X button to explore, and you can see ? button to continue the zone story, which will point to a place on map where you can get the next quest.

You can keep doing this until the whole zone quest line finishes. No need to worry about order or continuation.
