Passive skills that benefit either bar while slotted

Is the only example of this still Sorcerer Bound Armor (you gain the bonus +5% Mag/Stam on your front bar, even if it's slotted on your back bar), or are there any other abilities like this?

Nope, the following classes have abilities that provide benefits while slotted on either bar. This mechanic was introduced with Arcanist, but NB is the current leader in how many effects and abilities have this mechanic.

    NB:
    - Shadow cloak/shadowy Disguise - Major Prophecy/Savagery on both bars while slotted on either bar
    - Dark Cloak - Minor protection while slotted on either bar
    - Grim Focus/morphs - gains stacks and grants weapon/spell damage per stack while slotted on either bar
    - Concealed weapon - (this upcoming patch) grants minor expedition while slotted on either bar
    - Soul Harvest - gain 10 ultimate whenever you kill an enemy while slotted on either bar
    - Siphoning strikes/morphs - (this upcoming patch) heals you for X health whenever you deal damage while slotted on either bar (siphoning attacks morph also restores mag/stam whenever this passive heal on damage applies).

    DK:
    - Inferno/morphs - Major prophecy/savagery while slotted on either bar
    - Molten Whip - Stacks count from either bar

    Arcanist:
    - Tome-Bearers Inspiration - Major Sorcery/Brutality while slotted on either bar

    Sorc:
    - Bound armor/morphs - +8% Max mag or stamina while slotted on either bar, aegis also gives minor resolve and minor protection while slotted on either bar.

Edited to add Molten Whip for DKs. Thanks @MashmalloMan for pointing that out.

It occurred to me to wonder if this mechanic would work with Oakensoul. I tested and the answer is no. As soon as you don Oakensoul on your front bar, any passives slotted on your back bar disappear. My Oakensorc would have enjoyed running Bound Aegis on her back bar for the passives - minor resolve (which Oakensoul doesn't provide) and the +8% magicka.

I'm sure that is an intentional call on the part of the devs regarding Oakensoul but just thought I'd check.

It is intentional, when aegis got changed to work on both bars it did work with oakensoul but ZOS later changed it so it no longer works.

@Soarora thanks! I figured it was by design but nice to confirm that and know the history.

Should add Molten Whip, the stacks count from either bar despite not stating it on the tooltip.

Are there any plans that all classes will take advantage as NBs?
    Because I can!

Would like to see this added for non-class skills as well:
    - Flare currently applies only on the current bar AFAIK
    - Temporal Guard, same problem
    - Inner Light
    - Expert Hunter

I'm also not clear how passives (real passives) interact with slotted skills... for example if a passive says "for every X slotted" or "If an X is slotted" is that on either bar (i.e. choose from 12) or on the current bar (choose from 6) and if it's current bar only, does whether or not that passive applies shift as I bar swap because that sounds insane to get a clear idea of what state a character is actually in "passively"

If a passive says when slotted, it only works on the bar the skill is on.

    Eg. Fighter's 3% weapon/spell damage and 3 ult gen on kill. Mage's 2% max mag/mag rec. Support's 10% mag rec. Psijic Order's 10s CD blocking shield. Sorc's 2% weapon/spell damage and 20% stam/hp rec for Daedric Summoning skill slotted.

These imo should not be touched, it helps make skill choice and placement important.

Skills with dedicated passive effects like the ones you listed should work on both bars for parity across the game and because they're unique, it doesn't make sense to double bar them.

A skill that hasn't been mentioned yet (though I'm not sure if it's even worth mentioning) is the Templar's Restoring Aura - "While slotted on either bar, you gain Minor Fortitude, Minor Endurance, and Minor Intellect, increasing your Health, Stamina, and Magicka Recovery by 15%."

Probably. I mean the thing about ZOS is that when it comes to balance, they seem to "give attention" to certain things at random. They may for example nerf werewolf (which is a meme, it is that bad), or buff some strongest ability in the game... or they may nerf or buff something that is indeed too strong. There is no logical pattern here. I mean, I clearly remember a patch where they buffed Surprise Attack (and it did not required a buff, even NB mains were saying that), but totally ignored Consuming Darkness (which is the worst ultimate in the game, even non-NB mains say that) and also nerfed werewolf in the same patch and every one was confused what the hell just happened lol.

Basically @Turtle_Bot listed almost all of these skills.
    i can only add a templar aura/repentance

Templar's Restoring Aura and its morphs grant Minor Fortitude, Minor Endurance, and Minor Intellect

DK's Inferno and its morphs give Major Prophecy and Savagery

NB's Soul Harvest adds +10 Ultimate whenever you kill an enemy
NB's Grim Focus and morphs boost damage if you do LA/HA and also the ability to discharge stacks for additional 11K damage
NB's Concealed Weapon gives Minor Expedition
NB's Shadow Cloak and Shadowy Disguise morph grant Major Prophecy and Savagery, while Dark Cloak morph gives Minor Protection
NB's Siphoning Strikes and morphs provide with healing when you do damage

Sorcerer's Bound Armor and both morphs increase Max Magicka and provide with resitances or extra damage depending on the morph

Arcanist's Tome-Bearer's Inspiration and morphs give Major Brutality and Major Sorcery

    nothing for Wardens and Necros

I'd love to see some guild skills receive these effects: (meaning change from "while slotted" to "while slotted on either bar")

    Magelight: Major Prophesy and Savagery
Radiant Magelight: Also prevent the stun from sneak attacks for yourself and nearby allies. (I would also like to see a buff on the buff bar when you are affected by this so you know you are immune to sneak stun. Also basically lets you know an ally has radiant magelight if you don't have it slotted.)
Inner Light: Also increase max magicka by 5% (doesn't stack).

Expert Hunter: Major Prophecy and Savagery
Camouflaged Hunter: Also When you deal critical damage from the flank of an enemy, gain Minor Berserk for 5 seconds.
Evil Hunter: just the base slotted effects, this morph gains no extra passive effects so what is there to gain this way?

    Flare and morphs: Major Protection

I feel like I'm missing some general skills.
