Depends on what you're doing, if it's single target then 2x Charged seems to perform better overall.

Nirn / charged should get just enough of the helpful status procs like sundered/ flame/ poisoned, without hurting AOE much. If you want more hemorrhaging drop barbed trap an extra time or two

I tested out a charged staff to see if status procs were going to amount to much in AOE fighting. The most status damage I ever got was 4.5% of the total, which seems very small considering a charged staff raises the proc chances as high as they can go

Depends on the class. Chilled is one of my top 2 highest aoe outputters on warden from arctic blast and winter's revenge which arent destro staff abilities.
