Imperial City Quest Giver Locations

I mostly only interact with these quest givers during events. This is probably something that's been complained about before, but here's mine.
It'd be such a better experience for newcomers to Imperial City PVP if the quest givers were at the bottom of the ladders, instead of at the top in the respective zones. Or barring that, not having the hops in/out of zones on the ladders fail to port you over and over and over when it gets busy.
Unless there's some trick to this that the vets know, and I don't?
