Tribute master Metrand tells me to come back later. What am I missing?

I'm trying to get the Infinite Archive achievement Metrand Met his Match. It requires you to win a tales of tribute game against him. Hey keeps telling me to come back later for two days now. I've tried on two different toons now.

I've complete the Seekers Archive.
My toon has access to tales of tribute.
I've completed the infinite archive initial quest a
And the entire zone story for the Telvani Peninsula. Any ideas?

im assuming your already high tribute rank too (probably rank 7 or 8)

one source i ready says you need to do the infinite archive intro quest to be able to play him, but im pretty sure i also needed to have the necrom story quests completed too

im not sure if the seekers archive is actually required or not, but i havent seen a definitive list of actions required for unlocking him outside of the necrom story and infinite archive intro quest

Yes level 8 in ToT and I did the infinite archive initial quest and have done the seekers archive. The SA icon in Craglorn is white. I used a level 3 toon and did the IA quest, and ToT and then got the bug in Seekers where I can't talk to Hermous Mora sigh. I've also tried this using my toon that has the complete necrom story.

I wish with these expansions they would just put the master ToT NPC's where you can interact with them without a ton of requirements, it's getting old fast.

for the archive intro, did you do the one from the crown store (freebie) that basically directs you to teleport to the archive or just the "complete arc 1" one from malkhest?

not sure if that would make a difference, but something to try

Hmm no I did the quest you get from Vvardenfall. The one where you pretty much go straight there and turn the quest in. Is there one where you need to complete Arc 1?

I also did the complete ToT quest line.

Seekers Archive also.

I get two lines of dialogue that have no mention of ToT and then my only option is o tell him I'll come back later.

i think the one from vvardenfell is the same as the one that you can get from the crown store (the one where it just tells you to go to the archive)

but it might be meaning the initial quest you get from malkhest (completing arc 1 and granting the skill pt, which is basically the same as his daily repeatable, just slightly different rewards)

edit to add: i also dont know for sure if it requires having the hermeous mora deck unlocked too

That was what was missing. I had to complete the first Arc in Infinite Archive which completes the quest The Margins of Ire. So you have to complete Seekers Archive to get the NPC to appear, and complete The Margins of Ire and most likely the toon has to have completed the Tales of Tribute introductory quest. Thanks of the help!
