What is with the wait times on PS4/5 NA?

Probably about a month ago there started to be wait times in the afternoons on Grey Host after about 4pm CST on PS4/5 NA server during the week. Prior to that it was usually about 6 or 7pm if not later to be able to log into Cyrodiil weekdays. It's been pretty steady ever since with the weekends now being an hour by the evening.
Was the population cap reduced? More people PVPing now? Skeevers getting stuck in the programming?
Anyone know how many people each bar holds?
It's getting to the point that I just don't bother to even play on the weekends. I do PVE also but if this keeps up it might be time for me to find another game as I enjoy PVP as my main form of play.
