What are “short bursts” dps in vet trials?

Skinny Cheeks says Mechanical Acuity is amazing, top tier, for short bursts in PvE:

Ganking is short burst in PvP, but how does MA have any value in vet trials or Endless Archive?

Some bosses are full burned quickly, such as the second boss in KA hm and the spider boss in HoF. It’s most common in dungeons. Later arcs of IA may benefit but earlier ones the bosses die so fast already it doesnt matter.
