Did zos remove the faction emp buff, or is it a bug. yes it was changed agers ago but it does not work the way stated in patch notes. if it was removed just say.

Others have been making this same request for clarification. They didn't get any replies either, for months. The assumption is that the change was made on purpose, but there is no comment because ZOS know how unpopular the change is. With no communication all we can do is assume.

For what it's worth, this was in the u41 patch notes:

yer they did, but it never worked, so im guessing they broke it or removed it with out saying
