Could I please burn ballista also when in combat?

You know, that is a combat zone and not being able to burn ballista cause you are in combat seems a bit dumb to me.
I'm talking about the IC quest "Dousing the Fire Industry"
Or maybe since this is the 10 year anniversary try to correct the always in combat bug?
