Resolved - Cannot Gift Guilds and Glory Mega Pack DLC On Sale in the Crown Stor

I have already put in a support ticket, but the answer I have received has nothing to do with the ability to gift. I have the ability to gift, as I just gifted a house during the New Life Festival.
I cannot gift the Guilds and Glory Mega Pack DLC due to the fact that the recipient already has one of the DLC's, Imperial City, and the window that comes up says this. It then says that I can gift each DLC INDIVIDUALLY. 7000 crowns total to gift each one individually. Imperial City is FREE to everyone, so, how can ANYONE get the current sale price of the DLC for 2000 crowns?!?! Come on ZOS, what can you do about this?!?!
Resolved - It would not let me complete the gifting process this morning, but tried again just now and the transaction went through without any problems. Weird.
