They don't drop from normal sources. The only source I can personally confirm where I got them was cyro Conquest daily coffers.
I've read somewhere Azandar's portfolios can have them too, but never had one from there.

Edit: If they are indeed are dropped only from Cyro daily coffers, I wonder why that is the case. It's not like Hew's Bane treasure maps drop anything out of the ordinary (to my knowledge). Some other maps are a lot more interesting - they drop paintings, for example.

Some of the rare Redguard plans that sell for millions can be found primarily in Cyro containers. At least that's been my personal experience. So it's not unreasonable to think that certain treasure maps are also coded to drop in one place more frequently than others.

Please correct me if you know of another source (outside of event coffers). Also, it looks like this particular type of map was singled out. All others can be found in various places. The question is "Why this one"? What is so special about it?

There are literally hundreds of Hew's Bane treasure maps listed for sale on TTC. I highly doubt they all came from Cyrodiil daily coffers. I've done thousands of Cyro dailies and never received a Hew's Bane map from one that I can recall.
