Toxic Gameplay (Cross faction collaborating) in IC (No CP)

In the Imperial City (No CP) there is a notorious guild that is known for marking players from its own alliance for their guildmates from another alliance in order to give them an easy kill.
I have been observing this over and over again for weeks and have now recorded material that clearly illustrates this behavior.
Before I take any further action: Is this behavior permitted, as one member of this guild wanted me to believe? Can this be punished and should I report it?

    It’s not a bannable offense to my knowledge. Treated the same as faction spies. Scummy, sure, but not bannable.
    PvP needs more love.

    u can report guild using system and let zos answer you. u can ask whereever u want but this is just time waste. report

    This has always explicitly been allowed. ZOS has always stated that "spies" are simply part of the game and not against TOS in any way.

    If you beleive these scrubs are purposely trying to 'bully' people out of the game then there's only a few options.

    1) DO Not directly engage them via whispers and such. Many of these entities are parasitic and need you to notice them to feel relevant. It's why they're lashing out for your attention.

    2) Take video clips of any open cross faction scrubbery on their part. If they're posting obnoxious zone chat REEEing for your dissappointment then screen shot it as well. Especially if any of it includes an indication they're targeting specific people.

    3) Upload the clips, and screen grabs somewhere ZOS can review it. They won't do direct file transfers.

    3) Report them for stalking and something similar. Especially if they're targeting children and or women.

    4) When you get the robot email from zos reply with the aforementioned links. Make sure to mention these things are still in game trying to force people into quitting.

    5) Have your friends, and as many other people as possible do the same thing. The more the better. Make sure they all give those links as well.

    THat's all you can do sadly. FOrtunately if these needy things don't get fed they'll soon either move on to be parasites in another game, or escalate their screech for attention to the point where even ZOS steps in to deal with them.

    Unfortunately they're basically like zombies. Nameless, numberless, and replaced by yet another almost identical and equally irrelevant thing the moment you put one down.
