Dungeon Set Drop Curation

Or maybe I'm misunderstanding how it is intended to work.

I've been farming Frostvault on and off for awhile trying to complete Tzogvin’s.
I'm barely 50% complete in the stickerbook and getting consistent duplicate pieces. Last night for example I got 2 more jacks, but I got the jack when I did my first ever run months ago.
I have all the body pieces done plus shield. No jewelry yet, no weaps.

It's the same thing with the other 2 sets, Icy Conjuror and Mighty Glacier, both roughly 50% complete, all duplicate piece drops.
I know they said curation was not intended to be a guaranteed new set piece each time til complete. But this is getting frustrating and I'd thought it was better maybe a year ago or so?

I normally don't care about completing the stickerbook for most things. But I'm trying to get the transmute cost low enough for Tzogvin’s that it's not going to take all my crystals just to recreate the pieces with the trait I'd like.

I blew a ton of crystals on Pillar and it was awesome for a short while, then they nerfed it...

The weapons and jewelry will only drop from the last boss.

Curation only curates what is in the loot table. Since weapons/jewelry are not in the loot table of earlier bosses (only final boss), you will get duplicates from earlier bosses because you already have everything that boss can possibly drop. Even among earlier bosses, the loot tables are somewhat split. Like some bosses will drop chest pieces but not feet, and another boss might drop feet but not chest pieces.

It has always been this way and was done to give a reason to complete dungeon, as opposed to everyone running to first boss, kill, loot, reset.

Yeah and now that I read your answers I do recall that. For some reason I got it mixed in my head and was thinking "Nah, that's monster sets."
