ZOS keeps denying gifting?

I had taken a break from ESO for about a year due to personal reasons (like having a baby!) but for the last month I’ve been actively playing again.
My account is over 3 years old, had ESO+ for many months, but never bought crowns, but I have purchased items from the crown store with my current 10,000+ crowns. I am active in a guild, and basically fulfill all of the written requirements for gifting in game and on the online ticket support to request gifting. Every time I request to gift I am rejected for reasons ZOS refuses to share with me other than “your account is lacking the core component in order to gift, we cannot tell you what that is in order the maintain the integrity of the game”.
Does anyone know if there is a hidden reason that I cannot gift? Do I need to be a current ESO+ member? Do I need to purchase a crown pack? Minimum account level? Minimum amount of time commitment to the game? All of the above? None of these things are written requirements that I can find but apparently ZOS has hidden requirements that only they know about. Any help is appreciated:)

    Also want to note that I have never gone against any TOS or had any account infractions.

    I wish we knew - all I can say is that I was denied, appealed, denied, appealed and denied and had my ticket closed with no information given. Then I submitted another ticket and was approved very quickly.

    For the second ticket, I immediately went on the support website and provided an "update" to my ticket in which I listed specific reasons why I believed I should be approved, such as hours played, months of eso plus sub, active in guilds, no infractions, etc. I have no idea whether this helped somehow - it's information they would already have access to anyway.

    I hate to just leave you with "keep trying", but that's what worked for me I guess.

    EDIT to add: I don't know if they would want to get involved in crown gifting approval or would be able to help... but if you post your ticket number and tag Kevin or one of the forum mods, they are sometimes able to check on tickets for people.

    Thank you for your feedback! I have opened maybe 4 tickets now? All have been denied, appealed and denied sadly. I also listed specific reasons as to why I should be approved but it seem to help in my case. The only think I can think of is 1. needing to purchase a crown pack? Or 2. Not enough time in game since I took the break.

    I'll try tagging Kevin, I guess it doesn't hurt to try!

    You cannot gift until 180 days after you create an account. It may be possible this resets if you are away long enough. Perhaps ZOS have had trouble with fraudulent actors hacking into dormant accounts in an attempt to appear like they have a valid game history, and get around that 180 day wait?

    Unfortunately, I doubt ZOS will reveal the criteria. They want fraudulent actors to be confused about what they can and cannot do. And every person they give info about denial reason will be another piece of puzzle that fraudulent actors can use to figure out how to work around the fraud safeguards.

    ZOS pretty much flat out announced they were losing more in credit card and FX fraud than they were making in legit gifting. I doubt they wanted to do this. They would have preferred that credit card companies and banks and governments and so on did a better job controlling online fraud. But in the absence of that, they put their own safeguards in place.

    It's not a 180 day thing that's reset. My account dated to 2013 and hadn't been played since 2017 and they approved me.

    Not sure if this applies but during the last event I played (2022) you could earn crown crates for gifting items (5 different players, I think) but you could not gift something you earned in game (event tickets) but you could purchase them and then gift them.
