Pale Order’s Golden Band Lead is not working !!!!

I’ve spent a week going and coming from the main door of the NIGHTHOLLOW KEEP trying to get the last lead for the Ring of the pale order. I’ve stayed by the small table where the scroll should spawn for more than an hour and no scroll or lead appeared … when it passed around 22 hours , the scroll appeared on the small table but somehow it did not give me the option to read it so I’ve tried everything imaginable to get it sorted but nothing I try allows me to read the scroll … so we have 2 main issues .
1. That lead is taking around a day to spawn ( it should spawn at every 5 minutes )
2. Once it finally spawns , it cannot be read !!!

Whoever is responsible to look into such issues , could you please fix the lead spawn time and also make it sure everyone can read it .
