Merciless Resolve or Relentless Focus?

I always procd Resolve myself, but I read somewhere that using Focus & not proccing the bow at all does more or similar damage! Is this true? How big is the difference?

Also, for those who do proc the bow, is Resolve always more damage despite the lower weapon damage?

I can get an extra 2kdps overall damage proccing merciless resolve in place of leaving relentless focus stacked all the way.

However depending on how slow and clunky the game is running relentless focus stacked all the way could easily outperform missed merciless procs
