Magicka and stamina recovery halved when a fight begins

My warden has 1250 magicka and stamina recovery out of combat. Starting a combat those recoveries drop to 700. It's not normal and it only happens on my warden.
I've tried changing sets, starting a fight without sets, changing slots on the armory station, completely resetting CPs, restarting the game and the pc multiple times but it doesn't change.
Every time I start a fight, the recovery drops to 700 and the skills are not sustainable.
Has this happened to anyone else?

Unless its changed, recovery ticks every 2 seconds in combat, every 1 second outside of combat

yes, I know but I can see the drop in the character's page, also my addon shows me the drop, 1250/2s out of combat 700/2s in combat
